TZ3 Flash Pics Badly Underexposed

When taking indoor flash pictures with the TZ3 ISO set to 100, the resulting image is way too dark - almost like the flash didn't go off (but it did). The objects of focus are only 4-5 feet away, well within the range of the flash, but they are very dark.

However when I set the ISO to AUTO, I got well exposed flash pictures. When I checked the EXIF I found that the camera was setting ISO to 640. Shouldn't I be able to get good flash pics at ISO 100? With the ISO at 640, there was more noise than I'd like to see.

This is all in normal record mode with no exposure compensation. And I made sure I wasn't blocking the flash with my hand.
