What can I do to take photographs at dark weddings & receptions?

I have a Canon 20D, and lenses that only go to 4.0/4.5 aperture.
What ISO is safe to shoot at but still get good quality? I have a flash that I use, but sometimes it dosesn't seem to do more than what my on camera flash does.

I have a night wedding coming up soon, and I need help.
Do I need a different lens?
