7D FPS Slowdown

Can someone who actually OWNS the camera explain how to get full 8 FPS in poor light?
If you DON'T OWN the 7D please hold off on your answer.
ISSUE: Shooting some stage work and other situations, the 7D seems to slow to 4-5 FPS or so. Also: shooting dark subjects such as children with a dark blue shirt also slowed down the FPS. Can this be done without disabling functionality?
I'm NOT a Canon owner, KIDS! (Just kidding). Friend with the camera wants to know if this is just the nature of the camera. It's NOT a dealbreaker for him as he loves the camera overall.
