Shutter speed, Aperture, ISO

Here is my question...
I can set the ISO on my camera, then set the Shutter Speed, and then let the camera automatically set the Aperture in order to correctly expose the image.
On my Canon, this is the TV or shutter speed priority setting.
OR... I can set the ISO and I can set the Aperture, and let the camera choose the shutter speed in order to correctly expose the image.
WHY can't the camera manufacturers build a camera that will let me set the Shutter Speed and set the Aperture, and then have the camera automatically select/choose the correct ISO setting in order to correctly expose the image?
We have those three basic setting to work with; ISO, Shutter Speed, and Aperture. It seems to me that the photographer should be able to fix any two of them and then have the camera automatically select the third. Why aren't there any cameras that work this way?
