Hi Rui,
I did a very simple Curves adjustment and nothing else to get the result below. Things like noise reduction could also be played with but I thought I'd just show what curves can do - you can find curves in just about any edit program, you may have to read their curves help to see how to set points and select curve type. This was done with Paint Shop Pro X, V8 and 9 also have same feature.

Below is your image before and after, and below that the curves adjustment done. You have to be careful to mainatin the night scene but try and get as much detail as possible. It may have worked better with the sky a bit darker, but not too dark. It gets down to personal taste about how far to bend the curves. Also try some random wild point settings and drag them up down all over the place and get a few surprises
