Closest non-Fuji low-light competition to F31fd?

I've given up trying to get an F31fd in America.
I now need to know if there are any other good compact, good low-light performers out there that are non-Fuji. In particular would be the Canon sd700-870 IS series, and the Sony DSC-T100, T200.
Once you get away from the F31fd, what's second best in terms of low-light performance? Is it still Fuji cameras or should I be looking at other brands?
Is the F50fd still light-years ahead of everything with image stabilization + high iso sensitivity (Sony's double anti-blur slogan)? To my eye the F31fd is definitely all that while the F50fd is a disappointment and didn't seem that much better than a Sony 12 mp DSC-100.
