BSS vs. Optical Image Stabilizer

What's the difference between Nikon's Best Shot Selector and an Optical Image Stabilizer? Am I correct in assuming that an Image Stabilzer works for each and every photo you take as opposed to selecting BSS and using it for a particular shot? Hope I'm framing the question correctly.
