This seems to have become one of the most frequently asked questions. So try this.
Mini-tutorial:
1. Expand your canvas by 8 percent on the long side and 12 percent on the short side. Then duplicate the resulting background layer.
2. Choose the "Rounded Rectangle Tool" under the shapes tool button to make a path around the edge of the image where you would like your border to be centered. Start with a radius of 10. Make sure the "Paths" button is depressed along the top toolbar.
3. On the Paths palette flyout menu, use Stroke Path>Tool: Brush. But first pick a cool brush for the brush tool. I like the ones under the Wet Media Brushes set for this.Then do the Sroke Path.
4. At this point you can undo the result and experiment with other brushes and dynamics. You can also stroke the path with the eraser and smudge tools using different brushes to roughen the effect.
5. Ultimately, choose Paths>Delete Path and manually modify your border with the eraser, smudge, clone, etc tools.
6. You can also make history snapshots of your experiments along the way use the History brush to mix and match results for different parts of the image.
