I don't have a site I can post my version to, but I did e-mail it to David and hopefully he can post it. The basic technique doesn't require any special plug-in; only Photoshop's built in functions. This might also work in Elements (which I've neveer used).

A Photoshop only solution.

1. Adjust levels.
2. Apply generous gaussian blur (I used 17 pixels) till colored pixels blur into surrounding colors.
3. Fade via Color.

The noise is still there, but it's the same color as the surrounding pixels. In this situation the fur hides the pixels. If the image was a portrait (of a human face), then one might need to do more to reduce the graininess.

4. Copy the background and set the copy to screen.
5. Adjust the opacity till the shadow around the eye has the correct level.
6. Use a large soft eraser and remove the non eye shadow portion of the layer and then flatten. You can also leave some other lightened shadow areas if the image requires it.
7. Dodge the eye a bit more to bring out pupil.
