I tried several upsize options and settled on writing my own action based on bicubic SI in 10% steps for PS 7.
Two things to note, as a first step in the action make sure you do a PURGE so that there are no memory/time problems.
Second, alternate the steps by first the long side then the short side. This seems to give a smoother transition. i allways run noise reduction on my images before using the action.
