If anyone wants to try out another method or try it my way heres a link to the original photo and below is what I did.

Using photoshop...
1)General face retouch, ie lighten whites of eyes, smooth out skin
2)Filter-Distort-Diffuse glow(white as background colour)Settings 0,7,15
3)Curves- Drag a point on line, near to top right, into white clip.
3)Filter-stylize-find edges,then Edit- Fade Find edges, to about 30-40%
4)Use levels to slide darken image (Black slider to right)
5)Filter-brush strokes- cross hatch, then edit-fade to about 20%
6)Now you can boost saturation and add a texture/border to taste
