--I previously posted a tutorial for ENHANCING existing, dull skies if you are interested. The steps were as follows:
To make a blue sky vibrant blue:
1. make a luminosity selection by clicking CTR + ALT+ ~
2. make the selection into a new layer (LAYER>NEW>LAYER VIA COPY)
3. set the new layer's mode to COLOR BURN (or MULTIPLY for a less intense effect)
4. adjust layer opacity to taste, looking at the sky only
5. add a LAYER MASK to the new layer (click on LAYER MASK icon at bottom of Layers palette
6. with the LAYER MASK still active and using a large soft edged brush set to reduced FLOW, paint with black over the clouds and other areas you do not want darkened (change to white paint to correct any overruns)
