If you're using a version of Photoshop, you might try:
1. Duplicate your background layer.
2. Change blending to Soft Light.
3. Select gaussian blur filter and adjust the amount for the right effect.
4. If that's not enough, duplicate THAT layer and adjust the opacity to fine tune. If the image has become too dark, change this layer's blend to screen. You can add masks to the layers to place the effects where you wish.
I believe this simple technique is vastly superior on most images than the filter you downloaded.
