There is another step that make the job of extraction easier. Turn the background layer into layer O and rename if you like. Dup layer and call extract. Drop new background layer into image and place between original layer and extract layer. By doing this you will find, that there's less work required from 7 as the blue will blend into the new background and reduce the amount of dodging and buring etc. As you work you can turn the bottom 2 layer on and o to veiw your work.
