4 days latter and finally got it. The steps I took.

1) Dup Layer
2)Turn layer to a neg, Image > adjust > Invert
3) Image > Extract (PS 6)
4) Paint hairline with smart Hightlighting checked
5) Preview etc OK
6) Invert to positive. Image > Adjust > Invert
7) Used erase tool set to history to relace damaged hair line.
8) Dodge and burn tool to remove blue haze.
9) Clone tool to final replace any damged area set to 20%
10) Dup layer fill with red. Used red to show up blue haze if any.

Total time once worked the steps out 10 minutes.
