--Sparky, I am all for actions (I posted 3 matte and frame actions here yesterday) but I highly recommend you learn how to do it your self first. You will learn a lot about PS working through the effort. Try this:
Frame with Matte

1. Resize image to size desired in final, e.g. 5x7 and 72 ppi or 300 ppi
2. rename Background layer as “photo”
3. Select>All
a. Make sure foreground color is black
b. Edit>Stroke (1-2 pixels for 72 ppi or 3-4 for 300ppi) in black, inside
c. Select>Deselect
4. Layer>New> Layer
a. rename layer as “Matte Bevel” and drag new layer to bottom of layer palette
b. Image>Canvas Size, check “Relative” box, add 10 pixels to size
c. Add white color using Paint Bucket
d. Layer>Layer Style>Bevel & Emboss
i. Style: inner bevel
ii. Technique: hard chisel
iii. Direction: down
iv. Depth: 100%
v. Size: 10 pixels for 72 ppi, 35 pixels for 300 ppi
vi. Angle: 120 degrees
vii. Shadow mode: darken
viii. Shadow opacity: 25%
e. SELECT>ALL
i. Make sure foreground color is black
ii. EDIT>STROKE, inside (1-2 pixels for 72 ppi, 3-4 for 300 ppi)
5. Create new layer (Layer>New >Layer)
a. rename new layer as “Matte” and drag to bottom of palette
b. Image>Canvas Size, check “Relative” box and add ˝”
c. Add color to matte using Paint Bucket (I like to use eyedropper tool to pick a color out of the image) Don’t forget to return foreground color to black after coloring layer.
d. Add texture to matte (Filter>Texture>Texturizer>Canvas, light: top left
e. Adds inner shadow tomastte if frame is to be added (LAYER>LAYER STYLE>INNER SHADOW) at 120 degrees
f. Select>All, Edit>Stroke 3 pixels in black
6. add inner shadow to image (LAYER>LAYER STYLE>INNER SHADOW at 120 degrees)

7. Layer>New>Layer
a. rename layer as “Inner Frame”
b. drag new layer to bottom of layer palette
c. Image>Canvas Size, check “Relative” box, add ˝”
d. fill new layer with desired color
e. If wood grain is NOT to be used on inner frame, add texture (FILTER>TEXTURE>?) Skip this step if wood grain is to be applied on whole frame.
f. Layer>Layer Style>Bevel & Emboss
i. Style: Inner Bevel
ii. Technique: smooth or hard chisel
iii. Depth: 100%
iv. Direction: down
v. Size: adjust until shading is @2/3 through inner frame
vi. Angle: 120
vii. HIGHLIGHT MODE: SCREEN
viii. Shadow mode: multiply
ix. Adjust opacity of both HIGHLIGHTS and SHADOWS settings

g. Select and stroke inner frame layer 2-3 pixels in black, inside (8-10 pixels for a real edge effect)

8. Create new layer (Layer>New>Layer)
a. rename layer as “frame” and drag to bottom of layer palette
b. increase size of new layer by ˝ inch (Image>Canvas Size, check “Relative” box, add .5”)
c. add texture (FILTER>TEXTURE>?) or
d. for wood grain look, select each side of frame individually and add grain (Filter>Texture>Grain, Horizontal or Vertical depending on whether you are working on the vertical sides of the frame or the horizontal top and bottom)). Don’t forget to add grain to both layers of each side of frame by switching between layers and applying grain to each.
e. Select and stroke new layer 2-3 pixels, black, inside
9. Add new layer and drop shadow if desired. (Tip: drop shadow prints darker than it appears on screen. (40% opacity is about right.)
10. Reactivate Matte and Inner Frame layers individually and add inner shadow
a. LAYER>LAYER STYLE>INNER SHADOW
b. Blend Mode: Multiply
c. Angle: 120 degrees

NOTE: To add double inner shadows, reduce DISTANCE to 0 and increase SIZE and CHOKE


Note: If a layer will not drag down, drag lower layers UP past it)
