Ray....unless you want just this thing...it is pretty straight forward.

Any one of my wooden mattes will do this

Run the action.
It'll stop with the grain layer highlighted...go to Hue/Saturation...and darken all the way to the left.
Now double click on the picture layer for layer styles..remove the bevel and emboss, and activate the stroke command...go to the stroke color box and pick white....and put in about three pixels for the stroke.
Now just select the move tool and use the arrows on the keyboard to move it straight up....till you're happy with its location.

If you want specific instructions for just this.

then,
1 duplicate layer
2. Highlight background layer
3. New layer
4..canvas size....however big you want it
5..fill with black
6...select move tool and move your picture layer higher
7...select layer styles for the picture layer and pick stroke and the same as the above instructions.

hope this helps....should be a very easy action to make...give it a try.
