--After reading all the responses I went back and tried again. I used the selection transform tool suggested by Philo but I left it UNlinked and typed in "+.5 in" for both width and height and it worked. (leaving it linked and using % caused distortion because of the difference in H and W) Thanks all for the input, I learned a lot about transforming selections!
