This is a very easy 3D framing tutorial so you can end up with this:

Take desired picture and crop as indicated (cropping off part you want to hang over the frame edge)

Frame the cropped picture, but don't forget to flatten all the layers afterwards

Save the picture with a new file name, but don't close. Now.. open the original picture.. and drag over top of the framed picture.. lower the opacity of the original picture to allow perfect alignment if necessary. Once aligned, take the opacity back up to 100%

now start to erase the parts that you don't want in the finished picture.. leaving the "overhanging" bits..
