'Match color' works fine

- Duplicate the background image.

- On the dup, select a section of the shirt that has the right color and copy it to a new layer (Ctrl-J).

- With the dup image active, run Image > Adjustment > Match color.

- In the dialog box under "Source," choose the name of the image file. Under "Layer," choose the layer where you copied the good shirt color. Then click OK.

- That will color the whole (duplicated) image. Put a black mask on that layer to wipe out that effect, then paint with white to restore the matched color on the darkened areas you want to fix.
