Sounds as if this windows viewer isn't ICC aware like Photoshop. EVEN if you save the file in sRGB, it's very possible the two previews will not match because applications that are not color management aware don't look at the display profile as Photoshop does. So you can have a file in sRGB and it can preview differently. The preview in Photoshop is correct assuming the display profile is good. You can't turn off color management in Photoshop! It always looks at the display profile to produce a color preview. With the other application, it's simply sending the numbers to the display without using that display profile. So saving to sRGB isn't necessarily going to fix this problem. The problem being, the other application is color dumb!
