I don't know if it is legal for me to "distribute" the action, because it was created based on steps from a book (which is naturally copyrighted). But I can tell you how to create the action yourself:
Click on the "Actions" palette.
Click on the "Create New Action" icon on the bottom of the palette.
Name the action whatever you like.
Click the "Record" button on the bottom of the "Actions" palette.
Perform the steps listed further up the thread.
Click the "Stop" button on the bottom of the "Actions" palette.
Next time you want to use the action, click on it and press "Play."
When you get to the Channel Mixer step, click the "Toggle Dialog On/Off" block to the left of the step. In the future, the action will stop there and wait for you to adjust the Green and Blue sliders to your liking (it will also wait for you to enter a name for the Channel Mixer layer, but you can just hit the enter key and keep going).
