meant only to say:

I was under the impression that inexperienced users were having trouble with the install for the tools from the last book because I didn't just locate the installation folder for them. this time I defined the path. Apparently there are more users with custom installations than I would have expected. Those users will need to copy the folders to the right drive; as they are experienced enough to have custom installations, they will likely not have a lot of trouble copying the folders to the right destination.

I'll adjust the installer when I have the opportunity.

The fixes are:
1) install Elements on the C drive and then install the tools.
2) install the tools and copy them to the custom installation drive.

a) After default installation, you will find the tools installed to the Effects folder in the Elements program folder:
C:\Program Files\Adobe\Photoshop Elements 3\Previews\Effects

there will be four folders there prefixed by "power"

b) Move those four folders into your installation of Elements in the Previews\Effects folder.
c) After you have moved the folders, delete the Effects cache:
[wherever]:\Program Files\Adobe\Photoshop Elements 2\Previews\Cache

d) Restart Elements.
