Probably many ways to do this, but one easy to
1. Create new layer
2. select all
3. Edit>Stroke: inside, color white, width = desired frame width (eg 30)
4. repeat Stroke, change color to black, width = slightly smaller (eg 26)
5. a third Stroke, color white, pixels = about equal to #3-#4 (eg 4)
6. reduce layer opacity to let background image show through
7. De-select and flatten if desired, or leave frame on separate layer
Could easily record these steps as an action for 1-click application
